Our Vision
Water for Warrill investigations have identified up to 22,000 megalitres of additional water available during flooding events that could drought-proof the region’s fresh food producers, without impacting existing users and environmental flow.
By turning floodwaters into productive water with smart, low-impact water storage, we can increase our farming region’s productivity and help protect Ipswich and the Moreton Bay
Between 2026 and 2028, Water for Warrill will develop a detailed business case for the Queensland Government to invest in new low-impact water storage investments, as well as work with the Government to implement policy amendments to make irrigation water more reliable and productive.
Solutions to be delivered during State 3 include:
targeted amendments to the Moreton water plan
8,000ML of new grower-funded on-farm storage
establish joint delivery partnership with SEQwater
business case for 12,000ML off-stream storage
Improve water trading information and mechanisms
The project has the potential to deliver a $305 million boost to the region’s economy, including $150M in new agricultural revenue each year.
Stage 1
Stage 1 of Water for Warrill focused on identifying and implementing practical operational improvements within the existing legislative and planning framework.
These initiatives did not require amendments to the Moreton Water Plan or associated regulatory instruments and were deliberately targeted toward achievable “quick wins” capable of improving operational flexibility and water utilisation in the short term.
The report from Badu Advisory revealed there is significant interest and support from irrigators in the valleys for reliable water supply.
Stage 2
Stage 2 was an integrated assessment of whether targeted changes to water planning settings, water-sharing arrangements and supporting infrastructure could materially improve water reliability, flexibility, productivity and drought resilience within the Warrill Valley Water Supply Scheme (WVWSS).
The Stage 2 work was undertaken by Badu Advisory, supported by Water for Warrill appointed engineering consultants, Engeny Egis Group, and economic advisers, Clear Ridge Consulting.
It consolidated water planning, concept engineering and case study economics in a detailed analysis for the Queensland Government. The report included a request for funding to develop a detailed business case focused on:
- targeted infrastructure investigations
- strategic and environmental assessment
- economic and regional benefit analysis
- integrated options assessment
- Business Case pathway leading to market ready solutions
Stage 3
In July 2026, the Queensland Government awarded the Water for Warrill project $3.4 million to develop a comprehensive business case and market readiness report for a new 12,000 megalitre off-stream storage for the Warrill Valley Water Supply Scheme.
W4W will also work closely with the Queensland Government to deliver policy solutions which improve water availability, reliability and productivity for the Warrill Valley.
Infrastructure upgrades to be delivered will include grower-funded construction of 8,000ML of on-farm storages to enhance production and lift economic output from the region.
Stage 4
Following the joint development with Seqwater of the business case, identification of funding pathways and delivery of regulatory approvals in Stage 3, construction of a new 12,000ML off-stream water storage for the Warrill Valley Water Supply Scheme is anticipated to commence from late 2028 onwards.
